Melt the butter and flour in saucepan.

Put on very low heat, stirring constantly for four minutes. Do not brown.

Add a few tablespoons of the milk and whisk, gradually adding the remaining milk while whisking.

Allow the milk to come to the boil and simmer for five to ten minutes until it thickens and eventually covers spoon.

Stir in the nutmeg, salt and pepper, and keep warm.
