Should restaurants fine customers who leave food?

If you're eating out at a particular restaurant in Japan, make sure you go with an empty stomach. They're serving a bowl of rice with "all you can eat" salmon roe. If you don't finish every grain of rice you'll get slapped with a fine!  Would this policy work in all restaurants?  Should restaurants look at other ways to make sure their diners don't waste food?

Did you know that in Britain we throw away 7 million tonnes of food every year?  At Great British Chefs we have covered issues surrounding food waste in the past and a new global report has highlighted just how much food is wasted when people are starving. What can we practically do to stop food waste? 

Next week a hugely important United Nations conference in Rio, Brazil, (Rio+20) will be taking some major decisions on the future course of farming.
